Frere (q.v.) : educated at Swansea and Haileybury : went to Bombay, 1830 : Judge of Dharwar, and of the Sadr Court : Member of Council, Bombay, 1860-5 : retired : travelled round the world : Commissioner to inquire into the health of the coolies in Demerara, 1870 ; in Mauritius, 1872 : C.M.G., 1875 : died March 23, 1880.
