Sir Charles was born at Forton in Staffordshire, Feb. 16, 1751, the second son of the Rev. William Oakeley� [Was appointed Writer to the Madras service, 1766, became Governor of Madras, married in 1777 Helena, the only dau. of Robert Beatson, esq. of Killerie, Fife, 14 children].
