Resolved that rather degrade an Officer of merit, he shall remain the youngest of that rank at Bombay, but shall receive the pay and allowances of a Captain of Infantry only until such meritous Officers as have been superseded by his promotion shall have risen in regular succession above him to the rank of Lieutenant Colonel. As a mark of approbation of his gallant conduct during the late expedition against the Mahrattas he will be presented with a sword. Colonel Thomas Goddard is to be appointed Commander in Chief of the Company's forces at Bombay, and have granted him commission of Brigadier General. Daniel Draper Esq., is to be Second of Council and of the Select Committee at Bombay, and he will succeed to the Office of President and Governor of Bombay upon the death, removal or resignation of Governor Hornby. Brigadier General Goddard will constitute third in our said Council and Select Committee.
